Furthermore, to pursue a secondary end such as a state church through government would present major inherent hazards and disadvantages.
- Since voluntary donations might occasionally prove insufficient to support the state church, the danger arises that eventually the government's facility of force will be called upon illegally to raise funds for the additional function. This danger is aggravated by the fact that government, by definition, is the ultimate repository of force.
- The government's commitment to supporting the state church gives rise to another danger, viz., that individuals who do not belong to that institution will be regarded as second-class citizens and will not receive equal protection of their rights by the government.
