The positive-feedback loops that render the bus system dysfunctional could be broken if certain countermeasures were instituted. For example, drivers could deliberately adjust their speed in order to adhere to the published schedule. In a more sophisticated system, the schedule could provide for some "slack," and each driver could be instructed to pause for a few minutes by the side of the road whenever the bus was running early. These adjustments might restore stability to the system, unless the "random" fluctuations became large enough to defeat even these countermeasures.
