The problems just described should not be blamed on any supposed incompetence or malicious intent on the part of the bus drivers or the passengers; rather, these difficulties are inherent in the system as it is structured. Analogously, the increasingly severe crises of a mixed economy, which will be elucidated through similar graphs, should not be attributed to any alleged basic defect in human nature.

The positive-feedback loops that render the bus system dysfunctional could be broken if certain countermeasures were instituted. For example, drivers could deliberately adjust their speed in order to adhere to the published schedule. In a more sophisticated system, the schedule could provide for some "slack," and each driver could be instructed to pause for a few minutes by the side of the road whenever the bus was running early. These adjustments might restore stability to the system, unless the "random" fluctuations became large enough to defeat even these countermeasures.      Next page
