As was pointed out in our discussion of the mixed economy, individual ends are naturally diverse. In order to achieve even a semblance of efficiency in a planned economy, therefore, the thoughts and values of individuals must be modified so that they will unite in support of the goals dictated by planners. For this purpose it is necessary to create a powerful propaganda machine and to suppress expression of viewpoints contrary to those goals. Socialist state propaganda, in contrast to advertising messages in a free society, for example, cannot tolerate competing or dissenting points of view, which might raise doubts interfering with citizens' single-minded devotion to the realization of the decreed national ends.
