Conceivably, a jury-duty requirement could be attached to voting, since the latter is regarded in a free society not as a basic right but as a privilege, which may be subject to certain conditions (cf. p.
5.2:53). Under a liberal government, the privilege of voting is accepted voluntarily by the voter. In our present system, in contrast, the act of voting may be regarded as a form of self-defense, performed at least partly under duress, since failing to vote is to expose oneself to the likely expropriation of one's property by more powerful voting blocs.
